Vernier is commenting on the restoration of the stamp tax on printed images which was approved by the legislature on August 9, 1848, and papers were no longer required to bear a governmental stamp as an indication of their passage through the censorship process and payment of a small fee. The June 1848 repression inspired a series of more conservative press laws that in many people's opinions marked a return to the policies of the July Monarchy. By reviving stereotypical characters from earlier caricatures who gaze at a display of clearly stamped prints, Vernier emphasizes the retrogressive nature of the new press laws.
